Painters in New Westminster

Celestial Painting serves New Westminster from our base on Sophia Street in Vancouver, and has served the Lower Mainland for more than 25 years. We take on house painting, commercial painting and industrial painting across the city, from the Royal Columbian Hospital district in Sapperton to the heritage streets of Queen's Park and the waterfront of Queensborough. New Westminster has its own construction hours and its own heritage rules, so this page covers both. Call (604) 374-0000 for a free estimate, or read on for what applies to your property.

Commercial Painting Around Royal Columbian Hospital, Sapperton Station and the Braid Street Towers

Sapperton is where New Westminster's biggest construction story is. Royal Columbian Hospital, at 330 East Columbia Street, dates from 1862 and moved to Sapperton in 1889, and its redevelopment is running in three phases. Phase Two, a 388-bed, 10-storey tower, opened its emergency department, critical care units and operating rooms on May 31, 2026. Fraser Health's 2024 notice for the project described Saturday work from 7 am to 9 am under a City noise exemption, covering exterior cladding and interior finishes.

Around it, the SkyTrain stations at Sapperton and Braid opened on January 2, 2002, and both have been on the Expo Line's Lougheed branch since October 22, 2016. A 2020 report said QuadReal's Sapperton Green, a 38-acre former industrial site at 97 Braid Street, was projected to hold about 4,700 homes, and 2024 reporting listed Wesgroup's multi-phase Brewery District near Sapperton Station.

A district like that fills with offices, clinics, shops and tenant fit-outs. Commercial painters working in an occupied building have to plan around staff and customers, so our commercial painting for Sapperton offices and tenant fit-outs is scheduled around your hours and confirmed with you at the estimate.

For a new tenancy, give us the key date and the opening date, and we work back from them. We also confirm access, parking and quiet hours with the building manager before we set a start.

Downtown, the Quay and Uptown: Strata Suites Along the SkyTrain Line

New Westminster has five SkyTrain stations, 22nd Street, Braid, Columbia, New Westminster and Sapperton, and the towers are following the line. A 2024 report on transit-oriented projects listed Edgar Development's Columbia Square at 88 Tenth Street, with 3,800 homes in eight towers of up to 53 storeys, which had received third reading from council on October 28 of that year. The same report named a 33-storey rental tower at 810 Agnes Street under construction, and a project of 31-storey and 35-storey towers at 65 First Street.

New buildings arrive finished, so suite repainting mostly happens in the older strata buildings downtown and around the Quay, where owners freshen a unit before they sell or rent and councils plan hallway and lobby repaints. Our residential painters handle interior painting suite by suite, and we ask for the strata council's rules on approvals, elevator bookings and quiet hours before we set a date.

Along the waterfront, Westminster Pier Park opened on June 16, 2012, and the Q to Q Ferry links the Quay to Queensborough. Shops and restaurants near the Quay depend on people walking past, so we plan retail repaints around opening hours and finish customer-facing areas before you open.

Queen's Park's Heritage Conservation Area: What a Protected Home Needs Before You Change It

Queen's Park is New Westminster's heritage conservation area, created by Bylaw 7926 in 2017. The City sorts its homes into two categories, Protected and Non-protected, and the category decides which permits apply.

According to the City's July 2023 guide, a Heritage Alteration Permit is needed for changes to the front or sides of a Protected house, including window and door replacements, and for changes to a visible roofline. The guide says interior work and paint colour changes do not need one, and that in-kind replacements are exempt.

Rules like these can change, so call the City's Planning Division before you start and ask about your address. Send us any heritage paperwork you have, and we build it into the estimate. For older houses, our exterior painting for Queen's Park and other heritage-era houses covers the prep and repairs that come before the topcoat.

Queensborough, Port Royal and Tree Island: Waterfront Homes and Industrial Units on Lulu Island

Queensborough sits on the eastern tip of Lulu Island, beside the Fraser River and next to Richmond, and its 2021 population was 10,983. Port Royal, a redeveloped waterfront area, is at its north end, and the Tree Island industrial area lies to the west.

Waterfront homes and industrial units ask for different things. A house near the river needs careful exterior prep and drying time, while a unit on Tree Island needs coatings planned around operations. Our industrial painting for Tree Island and Queensborough units covers concrete floors, structural steel and corrosion protection, and every industrial site gets a site assessment before we quote.

A larger building is often easier to plan in sections, so the rest of the site keeps running. Tell us what the surfaces face, whether that is river air, forklift traffic or moisture, and we choose the coating approach to match.

New Westminster's Construction Hours: Weekdays 7 to 8, Saturdays 9 to 6, and No Sundays

The City's Construction Noise Bylaw No. 6063 sets permitted hours of 7 am to 8 pm on weekdays and 9 am to 6 pm on Saturdays. Construction noise is not permitted on Sundays or statutory holidays.

Work outside those hours needs a variance from the City in advance, and council can approve project-specific exemptions, such as the Saturday 7 am to 9 am exemption for the Royal Columbian Hospital project from June 2024 to May 2025. Those exemptions are for large projects, and we plan paid painting jobs inside the permitted hours.

The bylaw also allows homeowners doing their own work on their own home to work on Sundays and holidays from 9 am to 6 pm. We do not rely on that for paid jobs, so we book Monday to Saturday and confirm the daily start time at the estimate. If your strata sets shorter hours, tell us and we follow the stricter rule.

What an Estimate Covers for a Queen's Park Home, a Sapperton Office or a Tree Island Unit

An estimate starts with the address and the type of property. Call (604) 374-0000 or send the details through our website, and add the year the building was built if you know it. We visit, look at the surfaces and quote a clear price before anything is booked, which is what you should expect from any painting company.

For a Queen's Park home, our house painters look at the siding, the trim, any rot and the age of the existing paint, and we ask whether the house is Protected. A painting contractor working in an office should settle access first, so for a Sapperton office we agree the hours, the access and the areas that must stay clear. For a Tree Island unit, we walk the site with whoever manages it and agree how the work is sequenced.

New Westminster borders several cities we cover. Burnaby's Brentwood stations and Heights houses have their own page, as do Vancouver's Specials and East Vancouver streets, Richmond's dikes, Steveston and Capstan towers and North Vancouver, where City and District construction hours across the inlet differ. Upriver, Coquitlam's Fraser Mills plan and Maillardville heritage lists have a page too.

Questions About Heritage Permits, Construction Hours and Sapperton, Queen's Park and Queensborough Jobs

What hours can you work on a house in New Westminster?

The City's Construction Noise Bylaw No. 6063 permits 7 am to 8 pm on weekdays and 9 am to 6 pm on Saturdays. We plan jobs inside those hours. At the estimate we agree the daily start time with you.

Can you paint on a Sunday or a statutory holiday?

The bylaw does not permit construction noise on Sundays or statutory holidays. It allows homeowners to do their own work on their own home on those days from 9 am to 6 pm, but we do not rely on that for paid jobs. We book Monday to Saturday.

Do I need a permit to repaint my Queen's Park house?

According to the City's July 2023 guide, paint colour changes do not need a Heritage Alteration Permit, though changes to the front or sides of a Protected house, such as windows and doors, do. Call the City's Planning Division to confirm what applies to your address. We build the answer into the estimate.

How do I find out whether my Queen's Park house is Protected?

The City sorts homes in the heritage conservation area into Protected and Non-protected categories, and the Planning Division can tell you which applies to your address. Ask before you plan exterior changes, and send us anything they give you. We use it to plan the work.

Do you paint offices and shops near Royal Columbian Hospital and Sapperton Station?

Yes, we take commercial work, including tenant fit-outs. We plan around your operating hours and confirm access, parking and quiet hours with the building manager. Tell us your key date and your opening date, and we work back from them.

Can you coat a warehouse floor or steel on Tree Island or in Queensborough?

Yes, floors, structural steel and corrosion protection are part of our industrial painting. Tell us what the surface faces, such as river air, forklift traffic or moisture. We choose the coating approach at the site assessment, before we quote.

Do you work in strata buildings downtown and near the Quay?

Yes, strata and multi-unit building painting are part of what we do. Tell us the council's rules on approvals, elevator bookings and quiet hours, and we plan the schedule around them, in sections if the job is large.

Can you repaint a suite in one of the newer towers near the SkyTrain stations?

New towers are handed over finished, so repainting there is a question for later. If you own a suite in an older building or a newer one you want refreshed, we handle interior painting suite by suite and can quote it. Call us with the building name and the unit type.

I run a shop near Columbia Station. Can you work around opening hours?

Yes, we plan retail repaints around your opening hours and finish customer-facing areas before you open. Give us your closing time and your opening date, and we plan back from them. We confirm the schedule at the estimate.

How do I get an estimate for a New Westminster job?

Call (604) 374-0000 or send the details through our website. We visit, look at the surfaces and give you a clear price before any work is booked. Estimates are free.
