Painters in Langley

Celestial Painting serves Langley from our base on Sophia Street in Vancouver, and has served the Lower Mainland for more than 25 years. We take on house painting, commercial painting and industrial painting in the City of Langley and the Township of Langley. They are two municipalities with two sets of construction rules, so the first thing we ask is which one your address sits in. That answer sets your schedule. Call (604) 374-0000 for a free estimate, or read on for what applies to your property.

SkyTrain Is Coming to 203 Street, and Langley City Centre Is Already a Work Site

Roller tray, masking tape, paint bucket and brush on a drop sheet

The Surrey Langley SkyTrain will extend the Expo Line 16 kilometres along Fraser Highway, from King George Station in Surrey to 203 Street in Langley City, with eight new stations. Langley City Centre Station will sit east of 203 Street and Industrial Avenue and will include a transit exchange. The project's own site gives a late 2029 in-service date and a $5.996 billion budget, and its notices from October 2026 show guideway and station work underway along Fraser Highway.

Downtown Langley grew up along Old Yale Road, which became Fraser Highway, and the highway still runs one way through the core. Douglas Park is the main park and McBurney Plaza opened in the summer of 2013. A shop or office near 203 Street is already working around construction, so the repaint should add as little disruption as possible.

We paint in sections so the doors stay open. A business that closes for a week to make the schedule easy for us has made a bad trade, and we plan around that. Our commercial painting for downtown Langley shops and offices starts from the day you must be open again, and the sections work back from it. Our commercial painters also confirm access and parking with the building manager before the first day.

The full list of what we paint sits on the services page for every painting job we take.

Which Langley Is Your Address In? Saturday Work Ends at 5 pm in the City and 8 pm in the Township

The City of Langley had 28,963 people in the 2021 census and the Township of Langley had 132,603. Each runs its own noise bylaw, and the two differ on hours, on pressure washers and on how to ask for an exception. Do not assume the hours next door apply to you.

The City's Noise Bylaw No. 2628 lets construction run from 7 am to 7 pm on weekdays and 7 am to 5 pm on Saturdays. No construction noise is allowed on Sundays or statutory holidays, and the Director of Engineering can vary the hours by written permit. The bylaw also lists pressure washers as power garden tools, which cannot run between 10 pm and 7 am in residential and quiet areas. The copy of the bylaw on the City's website was consolidated in June 2008, so check the current version if a job sits close to a limit.

The Township's Community Standards Bylaw 2019 No. 5448 allows construction sound from 7 am to 8 pm on weekdays and on Saturdays, with nothing on Sundays or statutory holidays. A 2024 amendment lengthened the Saturday hours. Power equipment, which the bylaw defines to include pressure washers, is allowed from 7 am to 10 pm up to 75 decibels. An exemption application has to reach the Township at least five business days ahead, and the Township decides within two business days.

A Saturday job in the Township can run to 8 pm and the same job in the City stops at 5. We book to the clock of your municipality and we do not work Sundays in either one. Ask any painter which Langley they are booking you under. The answer shows whether they read the bylaw.

Fort Langley: A Hudson's Bay Fort From 1827 and a Heritage Area Around the Village Core

The Hudson's Bay Company built Fort Langley in 1827, and the Colony of British Columbia was proclaimed in 1858 with James Douglas taking the oath of office there. The Township's Fort Langley Community Plan calls the village the first settlement in the Township and one of the earliest towns in British Columbia. It also notes that some of the village's buildings are more than 100 years old.

The Township has two heritage conservation areas, Fort Langley and Murrayville. The Fort Langley plan designates the downtown core to protect its heritage character. A heritage alteration permit is not required for facade improvements, such as new siding, doors, windows or awnings, that conform to the plan's general building design guidelines, and the separate Fort Langley Building Facade Design Guidelines are non-binding policy.

The plan text sets no paint colour rule. Whether a colour change counts as a facade improvement is a question for the Township's heritage planning staff, and whether your house is designated is a separate question with its own answer. Make that call before you choose a colour. It takes ten minutes and the answer comes from the Township. Our exterior painting for Fort Langley's older houses covers the scraping, rot repair and priming that come before the topcoat.

Willoughby and the 200 Street Corridor: New Townhomes and a Plan Being Rewritten

Living room with a freshly painted dark blue accent wall

Willoughby is the Township's growth area, and the Township moved its municipal hall there in 2006. It is now rewriting the Willoughby Community Plan around the 200 Street bus rapid transit corridor. The refresh folds the Carvolth, Latimer, Jericho, Routley and Southwest Gordon Estate neighbourhood plans into one Willoughby Transit Corridor Plan.

A June 2024 trade report counted nearly 6,700 homes in Willoughby development applications. It also counted about 965 homes from six low-rise projects brought to market in the previous 12 months, with more than 70 per cent reported sold.

That adds up to a lot of new strata townhomes and condos. Our residential painters handle interior painting for Willoughby townhomes and condos one unit at a time, and we ask the strata council for its rules on approvals and quiet hours before we set a date. We quote what the surfaces need. If a three-year-old townhome needs touch-ups and one new colour, the quote says that.

Gloucester Industrial Estates and the Warehouse Belt in Northeast Langley

Gloucester is a master-planned industrial area in northeast Langley, established in the 1990s and about a 15-minute drive from Abbotsford International Airport and the US border. A 2021 report from Beedie named EV Logistics, Masonite, Deere Hitachi, Freybe and Inland Kenworth among its long-established tenants.

The same report described the 60th Avenue Business Centre, with strata warehouse units from 8,888 to 72,273 square feet at 60th Avenue and 274th Street. Floors and steel decide the work in buildings that size, and we walk every site before we quote it. Our industrial painting for Gloucester warehouses and strata units covers concrete floors, structural steel and corrosion protection. We do not quote a warehouse from photos.

What an Estimate Covers for a Willoughby Townhome, a Fort Langley House or a Gloucester Unit

House with painted green stucco walls and wood trim

An estimate starts with the address, because the address tells us which Langley and which rulebook apply. Call (604) 374-0000 or send the details through our website, and add the year the building was built if you know it. We visit, look at the surfaces and quote a clear price before anything is booked. A quote sent without a visit is a guess, so we visit first. That is how a good painting company works.

For a Fort Langley house, our house painters check the siding, the trim, any rot and the age of the paint, and we ask whether the property sits in the heritage area. For a Willoughby townhome we collect the strata rules first, because any painting contractor working in a strata building should. For a Gloucester unit we walk the building with whoever manages it and agree how the work is sequenced.

Once the SkyTrain opens, the Expo Line will carry riders from Langley through Burnaby and New Westminster to Vancouver, and we cover each stop: painting along the Expo Line in Burnaby, New Westminster's five SkyTrain stations and Vancouver, the other end of the Expo Line. Highway 1 and the Port Mann Bridge reach Coquitlam's Evergreen Line stations and Fraser Mills.

Questions About Langley's Construction Hours, Fort Langley Heritage Rules and Willoughby, Gloucester and City Centre Jobs

What hours can you work in the City of Langley?

The City's Noise Bylaw No. 2628 allows construction from 7 am to 7 pm on weekdays and 7 am to 5 pm on Saturdays. Nothing on Sundays or statutory holidays. We book to those hours and agree the daily start time at the estimate.

What hours can you work in the Township of Langley?

The Township allows construction sound from 7 am to 8 pm on weekdays and Saturdays under Community Standards Bylaw No. 5448, as amended in 2024. Sundays and statutory holidays are off limits. We book Monday to Saturday and confirm the start time with you.

Can you pressure wash early or late in the day?

The City bars pressure washers between 10 pm and 7 am in residential and quiet areas. The Township allows power equipment from 7 am to 10 pm up to 75 decibels. We schedule pressure washing for the middle of the working day in either place.

Do I need a permit to repaint my Fort Langley house?

The Fort Langley plan says a heritage alteration permit is not required for facade improvements that conform to its general design guidelines, and it sets no paint colour rule. Whether your colour change counts as a facade improvement is a question for the Township's heritage planning staff. Ask before you buy paint.

How do I find out whether my Fort Langley house is protected?

A Community Heritage Register listing does not make a property designated, and an inventory listing carries no legal restrictions, according to the Township. Designation, and a location inside a heritage conservation area, are what bring the heritage alteration permit process. Ask the Township about your address and send us anything they give you.

Can you repaint a shop near the future SkyTrain station without closing it?

Yes. We paint in sections so the doors stay open and the customer path stays clear. Give us the date you must be fully open and we plan the sections back from it.

Do you paint townhomes and condos in Willoughby?

Yes, one unit at a time. Send us the strata council's rules on approvals, elevator bookings and quiet hours, and we plan around them. If the work is touch-ups and one colour, the quote says so.

Can you coat a warehouse floor or steel in Gloucester Industrial Estates?

Yes. Floors, structural steel and corrosion protection are part of our industrial painting. We walk the site before we quote, and tell us what the surface faces, such as forklift traffic or moisture.

Do you serve Aldergrove, Murrayville, Walnut Grove and Brookswood?

Yes, we serve all of both municipalities. This page goes into the City Centre, Fort Langley, Willoughby and Gloucester in detail. Tell us your address and we confirm the specifics for your street at the estimate.

How do I get an estimate for a Langley job?

Call (604) 374-0000 or send the details through our website. We visit, look at the surfaces and give you a clear price before any work is booked. Estimates are free.
