Painters in Coquitlam
Celestial Painting serves Coquitlam from our base on Sophia Street in Vancouver, and has served the Lower Mainland for more than 25 years. We take on house painting, commercial painting and industrial painting across the city, from the mill-era streets of Maillardville to the SkyTrain stations at Burquitlam and Lafarge Lake. Coquitlam's own noise notice treats quiet indoor painting differently from loud construction, so this page explains that as well. Fraser Mills and Maillardville: A Mill Town With a 5,500-Home Plan Beside It
Maillardville began with a sawmill. Ross and McLaren opened the Fraser Mills lumber mill on the north bank of the Fraser River in 1889, and in 1909 the mill's owners recruited more than 100 French Canadian mill workers and their families to Coquitlam. The neighbourhood is named for Father Edmond Maillard, a young Oblate priest, and the mill closed in 2001.
The mill site now belongs to Beedie's Fraser Mills plan. At its June 2023 launch, Beedie described 16 towers of varying heights plus low-rise and mid-rise buildings, about 5,500 homes, a first approval by the city in 2008 and a build-out over 15 to 20 years. The first phase was described as about 2,100 homes, 300,000 square feet of light industrial space and 35,000 square feet of retail.
Around that site, the older houses of Maillardville ask for patient work. Our house painters scrape, repair and prime before any colour goes on, and our exterior painting for Maillardville's older houses covers the rot repair and prep that decide how long a finish lasts. One survivor of the mill era, Mackin House, was built in 1909 for a mill manager and is now a museum run by the Coquitlam Heritage Society.
Light industrial space is part of the Fraser Mills plan, and Coquitlam has a Fraser River industrial sector of its own. Floors, structural steel and corrosion protection fall under our industrial painting, and we walk every industrial site before we quote it.
Maillardville's Heritage Inventory: Listed Does Not Mean Protected
Coquitlam keeps two heritage lists that homeowners often mix up. The Community Heritage Register lists properties, buildings and sites the City recognizes as significant, and the Maillardville Heritage Inventory is the neighbourhood list that council adopted in a revised form on July 30, 2007, based on a 1989 civic inventory.
According to the City's own FAQs, neither list designates or protects a property, and an owner of a listed property may alter it as long as the changes follow other bylaws and regulations. Protection comes from something else, such as a designation bylaw, a heritage revitalization agreement or a heritage covenant. The City says designation regulates alterations, so the difference matters before you change a listed house.
If you own a Maillardville house, ask the City's Heritage Planning staff whether your address is only listed or is also designated or covered by an agreement. Send us any paperwork you receive, and we build it into the estimate so the question is settled before work is booked.
Burquitlam and the Evergreen Line: Strata Suites and Tenants Near the Stations
The Evergreen Extension opened on December 2, 2016, with six new SkyTrain stations, four of them in Coquitlam: Burquitlam, Coquitlam Central, Lincoln and Lafarge Lake-Douglas. Burquitlam has seen the most change. A 2018 proposal from the City, the YMCA and Concert Properties covered eight towers and about 2,700 homes on Burquitlam Park, on Smith Avenue, and Whitgift Gardens, on Cottonwood Avenue, and 2019 reporting described Bosa and BlueSky's Lougheed Heights, three towers of 29 to 39 storeys at North Road and Foster Avenue.
Those are reports from 2018 and 2019, so check with the City for what has since been approved or built. What does not change is the maintenance: strata councils plan hallway and lobby repaints, and owners refresh a suite before they sell or rent.
Our residential painters handle interior painting for Burquitlam strata suites and tenants one unit at a time. For a building near Burquitlam Station, we ask for the council's rules on elevator bookings, move-in times and quiet hours before we set a date.
Coquitlam City Centre: Commercial Painting Around Coquitlam Centre and the Lafarge Lake Terminus
Coquitlam Centre, at 2929 Barnet Highway, opened on August 16, 1979, was expanded in 2001 and holds about 200 stores and services. Lincoln station sits beside it, and a 2012 agreement among the federal government, the City and the mall's owners added the station, with the City and Coquitlam Centre contributing $21 million.
The line ends at Lafarge Lake-Douglas station, on Pinetree Way near City Hall, Douglas College's David Lam campus and the Evergreen Cultural Centre. That mix of retail, offices, clinics and restaurants keeps tenant fit-outs and repaints coming.
Commercial painters working in an occupied space have to plan around staff and customers, so our commercial painting around Coquitlam Centre and the Town Centre is scheduled around your opening hours. Give us the key date and the opening date, and we work back from them.
In Coquitlam, Quiet Indoor Painting Can Run Outside Construction Hours: What the City's Notice Says
The City's construction noise notice, dated November 2020, sets regular hours of 7 am to 8 pm Monday to Friday and 9 am to 6 pm on Saturdays. Sunday and holiday hours of 9 am to 6 pm apply only to not-for-profit work, such as a homeowner building a deck. Builders constructing new homes through BC Housing's licensing program are treated as working for profit, so they may not make construction noise on Sundays or holidays.
The same notice says the hourly limits relate to loud work that is a nuisance to neighbours. Construction that happens quietly indoors without disturbing anyone, such as painting or electrical installations, is permitted at any time. For a tenant who cannot close the shop during the day, that can change how a repaint is scheduled.
It does not mean we paint a strata corridor at midnight. Strata bylaws, building rules and your neighbours still count, so we agree the hours with you and the building manager first, and we keep loud work such as pressure washing inside the regular hours. The notice is from November 2020, so check the City's current rules if your job sits close to a limit.
What an Estimate Covers for a Maillardville House, a Burquitlam Suite or a Fraser Mills Unit
An estimate starts with the address and the type of property. Call (604) 374-0000 or send the details through our website, and add the year the building was built if you know it. We visit, look at the surfaces and quote a clear price before anything is booked, which is what you should expect from any painting company.
For a Maillardville house, we look at the siding, the trim, any rot and the age of the paint, and we ask whether the address is on a heritage list. A painting contractor working in a strata needs the council's rules before a start date, so for a Burquitlam suite we collect those first. For a unit in the Fraser River industrial sector, we walk the site with whoever manages it and agree how the work is sequenced.
Coquitlam sits between cities we also cover. Burnaby's Millennium Line station districts have their own page, as do New Westminster's construction hours and Queen's Park heritage area and Vancouver, our home city. Across the water, industrial painting along North Vancouver's waterfront is covered on its own page.
Questions About Coquitlam's Noise Rules, Heritage Listings and Burquitlam, Maillardville and Fraser Mills Jobs
What hours can you work on a house in Coquitlam?
The City's construction notice sets regular hours of 7 am to 8 pm Monday to Friday and 9 am to 6 pm on Saturdays. We plan loud exterior work inside those hours. At the estimate we agree the daily start time with you.
Can painters work evenings or Sundays inside a Coquitlam building?
The City's November 2020 notice says quiet indoor work that does not disturb neighbours, such as painting, is permitted at any time. Your strata bylaws and building rules may be stricter, so we agree the hours with you and the building manager first. Loud work stays inside the regular hours.
Is my Maillardville house protected by heritage rules?
Being on the Community Heritage Register or in the Maillardville Heritage Inventory does not by itself designate or protect a property, according to the City's FAQs. Protection comes from a designation bylaw, a heritage revitalization agreement or a heritage covenant. Ask the City's Heritage Planning staff which applies to your address.
Do I need the City's permission to repaint a house on the heritage register?
The City's FAQ says an owner of a registered property may alter it as long as the changes follow other bylaws and regulations. If the house is designated, or covered by an agreement, alterations can be regulated, so confirm with Heritage Planning before you start. We build whatever you learn into the estimate.
Do I need a noise exemption permit for after-hours work?
The City issues Noise Bylaw Exemption Permits through Engineering and Public Works for work outside regular hours, and the application needs a notice to affected residents. Quiet indoor painting does not need one under the November 2020 notice. We confirm what applies to your job at the estimate.
Can you paint a suite in a strata near Burquitlam Station?
Yes, strata and multi-unit painting are part of what we do. Tell us the council's rules on elevator bookings, move-in times and quiet hours, and we plan around them, one unit at a time if needed.
Do you paint offices and shops near Coquitlam Centre and Lafarge Lake?
Yes, we take commercial work, including tenant fit-outs. We plan around your opening hours and confirm access, parking and quiet hours with the building manager. Tell us your key date and your opening date, and we work back from them.
Can you coat a floor or steel in the Fraser River industrial sector?
Yes, floors, structural steel and corrosion protection are part of our industrial painting. We walk the site at the assessment before we quote, and ask what the surface faces, such as moisture, traffic or river air.
Which Coquitlam neighbourhoods do you cover?
We serve the whole city, including Burquitlam, Maillardville, Coquitlam Town Centre, Westwood Plateau, Eagle Ridge and Burke Mountain. This page goes into Burquitlam, Maillardville and the Fraser River industrial sector in detail. Tell us your address and we confirm the specifics for your street at the estimate.
How do I get an estimate for a Coquitlam job?
